In a battle between two recently-crowned national champions, it was Stoehr - the French title-holder - who prevailed, beating Dutch star Annelize Naude, the third seed, 6-9, 9-5, 9-3, 9-6 in 49 minutes.
Stoehr, the 28-year-old world No19 from Montpellier, is celebrating her 13th appearance in a Tour final - and her sixth on home soil.
Hawkes, a UK-based New Zealander from Auckland, despatched England's fourth seed Dominique Lloyd-Walter 9-1, 9-4, 9-7 in 41 minutes to earn her seventh WISPA final appearance.
In only her second Tour meeting with Naude, Hawkes will be keen to claim her first win - and endorse the rise above her Dutch opponent in the February world rankings to 18.
