Next season sees the introduction of North, East and West Conferences below the Premier Division. The winners of these Conferences will play off at the end of the season with the ninth placed team in the Premier Division with two places in the top Davison up for grabs - the bottom team in the Premier Division being relegated. The bottom side in each Conference will be relegated with a play-off between the three second bottom sides with the top team in his play off staying up and the other two relegated to their respective regional league. The five regional league winners will be promoted.
The new structure supports the Performance Plan objectives for competition with less travel, more local competition, more appropriate and effective training and a less recruitment driven league whilst maintaining a fully national top Division which was clearly supported in the first stage of the consultation process in 2006.
