The team score is four over par and England - who won this title in 2005 - are trailing Germany by just one stroke. Spain are lying third, also four over par.
After the second qualifying round the top eight teams will go into the championship flight for the matchplay stages.
The girls made their great start to the competition despite very wet conditions which delayed the start of play by one hour.
Team captain Sarah Miller remarked: “It’s been very difficult. It’s very, very wet and cold, it’s really pretty miserable. It’s been hard for the girls but they played really well.”
County Durham’s Ellie Givens led the England scoring with a one-under par 71 which included five birdies. She is lying third in the individual table while Manchester’s Kelly Tidy, 15, is fifth after scoring level par 72. Hannah Barwood, 17, (Knowle) and Rachel Connor, 17, (Manchester) both scored 77.
The best three scores count in each qualifying round.
