The 15-year-old from Woburn looked as though she would run away with the title after she opened up a five shot lead with one round to play. But she eventually secured the victory by just one stroke.
Charley scored 79 in the last round while runner-up Lucy Gould of Wales made up ground with a 75.
Charley shared the first round lead with Curtis Cup player Holly Clyburn, when they both scored two-over 74, against a CSS of 77.
The teenager then moved out on her own at the top of the leaderboard with an excellent level par 72. It was bettered only by England girl international Alex Peters who had a best of the tournament 71 to move up the table.
The best score of the final round was 73, returned by Rachael Goodall (Heswall) who shared sixth place with Alex.
